Meeting Started: 7:35pm

Presidents Report:

·       Lauderdale Lakes

o   Removed themselves from the AYFL due to internal issues

o   Motion by Coconut Creek and seconded by Cooper/Davie to allow lakes another week to apply to AYFL. Motion failed 4 to 5.

Secretary Report:

·       Motion by Plantation and seconded by Coral Springs to accept the minutes from the previous week. Motion passed 10 to 0.

·       Motion by Coconut Creek and seconded by Coral Springs to accept the 10 game schedule with a BYE week. Motion passed 7 to 3. (See attached)

·       Next bylaw meeting Monday 3/6 at 7pm at Plantatiion.

·       Approved the following bylaws

o   Section Three

§  Article VI.1 (Page 24) Added "The Appeal must be filed within 48 hours of the grievance. "

o   Section Four

§  Article VII.2 (Page 29) Changed "VII.2 Trophies for the Super Bowl players will be presented at the end of the game." to "VII.2 Trophies and/or rings for the Super Bowl players will be presented at the end of the game."

o   Section Five

§  Article I.4 (Page 30) Changed "I.4 A Player will be permitted a third move back to their original park without a hardship waiver. This move must adhere to Section Five: I.2. This will be the final move allowed for this player." to "I.4 A Player will be permitted a third move back to either one of their original two previous parks without a hardship waiver. This move must adhere to Section Five: I.2. This will be the final move allowed for this player."

§  Article I.9 (Page 30) Added "I.9 If two current AYFL clubs merge, all players and coaches originally bound to one of the two programs will now be considered bound to the new program. All AYFL bylaws pertaining to player and coaches moves will apply."

§  Article I.10 (Page 30) Added "I.10 All players participating in any practice, including May practices must have a completed registration form (paper or electronic) and will be considered bound to that program for the entire season."

§  Article I.11 (Page 30) Changed "I.11 A player will be considered officially registered by a League Member in the AYFL by having a completed AYFL Player Registration Card, including the player signing the card, and a signed Player Release form if applicable. §  Article II.1 (Page 26) Added "II.1 a) The AYFLC is sanctioned by the AYFL"

§  Article I.8 (Page 30) Added "I.8 All cuts must be made by the Friday before Mass Registration (see Section Five Article III.1). Information for cut players (name, phone, email) must be brought to Mass Registration."

·       Returned the following bylaws to committee

o   Section One

§  Article II.5 (Page 3) Added "II.5 The AYFL season shall officially start on May 1st and end at the completion of the Broward/Dade All Star game. All other events must first be sanctioned by the AYFL to ensure that all AYFL teams have a chance to be represented. All requests must go to the Executive Board who will pass it on to the Events Committee."

§  Article II.6 (Page 3) Added "II.6 The following events are currently sanctioned by the AYFL:

·       a) AYFL All Star Game

·       b) Dolphins/GenNexxt State Championship

·       c) FBU National Championship

·       d) Broward/Dade All Star Game"

§  Article II.7 (Page 3) Added "II.7 All 7 on 7 tournaments must be approved by the board on a yearly basis and must follow all current AYFL bylaws."

o   Section Four

§  Article IX.1 (Page 29) Added "IX.1 It is mandatory for all League Members to participate in the All-Star Game. The board shall determine the date, but should be played no later than 2 weeks after Thanksgiving."

§  Article IX.2 (Page 29) Added "IX.2 Coaches: The head coach of the All-Star team for a weight division, will be the Head Coach whose team does not advance to the Super Bowl after the Conference Championship game. If the Head Coach is unable or unwilling to Head Coach the All Star team the next highest seeded coach will be offered this position. If the Head Coaches are from the same conference, then the Head Coaching position will be offered to the next highest seeded coach in the same conference. His assistant coaches will be one coach from every team in the conference.  If any coach is not available to participate, it is that League Member’s responsibility to find a replacement. There will only be one coach from each club coaching per team. Any League Member that does not provide a coach at any weight level will be fined $100.00 per team per weight level."

§  Article IX.3 (Page 29) Added "IX.3 Players: Every League Member will send the mandatory number of players per team.  The Board will set the number of players each League member can send each year.  The criteria for each League Member is 4 players per team of which 1 must be an offensive interior lineman, and one a defensive lineman, and any 2 additional players. Any League Member that does not send the specified amount, or criteria of players to the All-Star Team, will be fined $25.00 per day for each missing player. At no time shall a vacancy be filled by another club member. It shall be the Head Coaches responsibility to notify the missing club member’s AYFL Rep so that a replacement can be provided for. This notification shall be done after the first night of practice of the All Stars."

§  Article IX.4 (Page 29) Added "IX.4 Rules of the Game: All rules and regulations of the American Youth Football League shall govern the rules of the game.  In addition, the Head Coach is responsible for enforcement of the following rules.

·       a) All players must have equal playing time.

·       b) No player will play on both sides of the ball, (offense or defense only).

·       c) No player shall sit for more than one series or drive.

·       d) These rules shall not apply to any player being disciplined by the staff.

·       e) Upon determination by the AYFL Board that an infraction of these rules has occurred, the Head Coach and assistant coaches will be given a three game suspension from the League and will be placed on probation for the following year.

·       f) All Star games may end in a tie – no tiebreakers shall be played at an All Star contest."

§  Article IX.5 (Page 29) Added "IX.5 Rosters: Each League Member shall provide two (2) certified AYFL Team rosters with the All-Star selections highlighted.  Rosters must be turned in to the Secretary at the League meeting before the First Round playoff games. Each Club will provide a list of two alternate players per team to the AYFL with the original roster. These players must be labeled as an “alternate player”. There will be a $25.00 fine for each certified roster not turned in at this League meeting."

§  Article IX.6 (Page 29) Added "IX.6 Practice: All seven (7) teams practices for a conference will be held at one(1) site determined from a random draw by AYFL Board for each conference. It is the Head Coach’s decision when practice will be held.  He/She will have up to five practices, starting the Monday before the All-Star Game. Each player will wear all his own equipment with the exception of the actual game, where an All-Star Jersey will be issued by the Head Coach on the day of the game to each player to wear."

§  Article IX.7 (Page 29) Added "IX.7 There will be a mandatory meeting the Thursday evening prior to the Super Bowl for all coaches involved in the All-Star game. The time and place of the meeting will be set by the AYFL Board.  All rules and regulations for the All-Star game will be discussed at the meeting. Any League Member that does not have a coach present for a weight Division, will be fined $100.00 for each coach not present."
