o   Motion by Cooper/Davie and seconded by Plantation to approve budget minus the film line items. Motion passed 10 to 0.

Secretary Report:

·       Motion by Tamarac and seconded by Delray to accept the minutes from the previous week. Motion passed 10 to 0.

Bylaw Committee:

·       Approved the following bylaws

o   Section One

§  Article II.5 (Page 3) Added "II.5 The AYFL season shall officially start on May 1st and end once the team is eliminated from the Playoffs except for the MM Division."

§  Article II.6 (Page 3) Added "II.6 All 7 on 7 tournaments run by an AYFL League member must notify the AYFL board on a yearly basis."

§  Article II.7 (Page 3) Added "II.7 Any 7 on 7 team sanctioned by an AYFL League Member must notify the AYFL board of that teams participation."

o   Section Four

§  Added Article IX: All Stars

§  Article IX.1 (Page 29) Added "IX.1 It is mandatory for all League Members to participate in the All-Star Game. The board shall determine the date, but should be played no later than 2 weeks after Thanksgiving."

·       Voted Down the following bylaws

o   Section One

§  Article II.8 (Page 3) Added "II.8 Each 7 on 7 team will be limited to 15 players per team" Section Five

·       Returned the following bylaws to committee

o   Section Four

§  Article IX.2 (Page 30) Added "IX.2 Coaches: The head coach of the All-Star team for all weight divisions, will be the Head Coach whose team does not advance to the Super Bowl after the Conference Championship game. If the Head Coach is unable or unwilling to Head Coach the All Star team the next highest seeded coach will be offered this position. If the Head Coaches are from the same conference, then the Head Coaching position will be offered to the next highest seeded coach in the same conference. His assistant coaches will be one coach from every team in the conference. If the Head Coach desires, he may help select his Assistant Coaches. If any coach is not available to participate, it is that League Member’s responsibility to find a replacement. There will only be one coach from each club coaching per team. Any League Member that does not provide a coach at any weight level will be fined $100.00 per team per weight level. "

§  Article IX.3 (Page 30) Added "IX.3 Players: Every League Member will be represented by the mandatory number of players per team.  The Board will set the number of players each League member can send each year.  The minimum criteria for each League Member is 4 players per team of which 1 must be an offensive interior lineman, and one a defensive lineman, and any 2 additional players. If the league allows more than the minimum number of players, then the All Star coaching staff will select any remaining players. At no time shall a vacancy be filled by another club member. It shall be the Head Coaches responsibility to notify the missing club member’s AYFL Rep so that a replacement can be provided. This notification shall be done after the first night of practice of the All Stars."

§  Article IX.4 (Page 30) Added "IX.4 Rules of the Game: All rules and regulations of the American Youth Football League shall govern the rules of the game.  In addition, the Head Coach is responsible for enforcement of the following rules.

·       a) No player will play on both sides of the ball, (offense or defense only).

·       b) No player shall sit for more than one series or drive.

·       c) These rules shall not apply to any player being disciplined by the staff.

·       d) Upon determination by the AYFL Board that an infraction of these rules has occurred, then the Head Coach may not be considered for an All Star coaching position in the future.

·       e) All Star games may end in a tie – no tiebreakers shall be played at an All Star contest."

§  Article IX.5 (Page 30) Added "IX.5 Rosters: Each All Star Head Coach must submit an All Star roster by the Wednesday before the All Star game."

§  Article IX.6 (Page 30) Added "IX.6 Practice: All seven (7) teams practices for a conference will be held at one(1) site determined from a random draw of available park venues by the AYFL Board for each conference. It is the Head Coach’s decision when practice will be held.  He/She will have up to five practices, starting the Monday before the All-Star Game. Each player will wear all his own equipment with the exception of the actual game, where an All-Star Jersey will be issued by the Head Coach on the day of the game to each player to wear."

§  Article IX.7 (Page 30) Added "IX.7 There will be a mandatory meeting the Thursday evening prior to the Super Bowl for all Head Coaches, or their designate, involved in the All-Star game. An AYFL rep from each program must also attend this meeting. The time and place of the meeting will be set by the AYFL Board.  All rules and regulations for the All-Star game will be discussed at the meeting."

o   Motion by Plantation and seconded by Coral Springs to accept the combine proposal by Deerfield on 5/20. Motion passed 10 to 0.

o   Lakes trying to move teams to Sunrise

o   Requesting programs to not take Lakes kids.

 They are seeking a title sponsor for t shirts

Concession proceeds to earmarked for Educational Acknowledgement Stickers on Helmets and for Jersey purchase for an AYFL All Star Game at the end of the season.

Will get more details tomorrow as they, Bison and the Foundation are meeting.


 

RCC Recommendation

With the merge of Davie and Cooper there are now duplicate coaching squads. The question is that a coaching staff gets cut, then it is an involuntary release. Should that staff end up at another city does the coaching rule apply and how does it affect the movement of players?

BYLAW

Section Four: League Structuring and Scheduling

ARTICLE Ill: COACHES

111.8 If one or more coaches change league members, no players previously mass registered to the team the coach(es) is leaving may transfer to the new team other than the coach's immediate children, grandchildren, or custodial children. Should other players from that same team move to the same club and team, no coaches transferring from that team shall be permitted to coach in any capacity with that league member for a period of one (1) year. This shall include any practice or game field positions other than chain crew. Violations of this rule will result in up to a full season suspension after the initial non-permitted year is completed for the coach in question and forfeiture of Playoff eligibility for that team. This violation can't be mitigated. This bylaw shall supersede the "One Move" Rule in Section Five, Article 1.3 in that the intent of this rule is to discourage entire coaching staffs from migrating from club to club, taking the core of the team they are leaving with them. Notwithstanding same, if the move also involves a player(s) or coach(es) making their second move, the One Move Rule stays in effect and the second move approval will be resolved prior to applying this rule.

RECOMMENDATION

1.           THERE ARE NO "CUT COACHES"

2.           BYLAW APPLIES as Room accepted that upon merger, the 2 parks were afforded the protection of the bylaws as a merged entity.
